The Tsleil-Waututh First Nation and the District of North Vancouver jointly commissioned a comprehensive plan for Cates Park / Whey-ah-Wichen. This landmark Protocol Agreement was signed in 2001, establishing principles for open collaboration on future planning. The Plan combines two purposes: a long-term master plan to revitalize the park and clear directions for interpretation of its on-site cultural resources.
