Richmond City Hall was built to provide a strong new civic heart, and a new standard of urbanism to Richmond’s diverse multicultural community, while featuring a dynamic civic space for public events and celebrations. The landscape acts as a metaphor to express characteristics of the local geography through abstractions of landform and vegetation. Plantings include a native remnant forest of birch and pine with native ground cover, while mass plantings of azaleas celebrate Richmond’s large Asian population.
